judicial activism by the ECJ and the question of neo-functionalism

I am a post graduate law student presently writing my LL.M. monograph on judicial activism by the ECJ. In the process of my writing I trying to address how and if so, at what point does the ECJ serve the neo-functionalism agenda within hte fold of EU. Specially at the context of a Federal europe. also how the ECJ by judicial activism contributing to the process of legal integration of the EU
