Judicial activism by the ECJ and the question of neo-functionalism

I am doing my LL.M. monograph on judicial activism by the ECJ and in
the process trying to address how and if so, at what point does the ECJ serves
the neo-functionalist agenda.Also how the ECJ by judicial activism contributing
to the legal integration of europe. Is it going to ley down hte legal ground
work for a federal europe? Any comment/insight/suggestion would be welcome.
