State sponsored terrorism?

Hi all, I'm a law student and now researching on the topic of terrorism under customary international law.
So I wonder if it is generally recognized that a state is under responsibility not to sponsor or harbour any terrorists. Is there any case to support this? Has Afghanistan violated such customary international law in the 911 attack?
It will help me a lot if someone can help.
