The question which as been posed to me is this: "Multi-Speed' Europe is not only a reality, it is a necessity if we are to embrace an enlarged European Union. With 10 candidate countries likely to join the EU following the ratification of the Treaty of Nice, it would be naive to believe otherwise. However, whether this concept is compatible with the concept of 'an ever closer union' is debatable. DISCUSS.
