cyberterrorism

Concerning the act of terrorism that happened in many countries
nowadays, I'd like to know your opinion about cyberterrorism as a form of
terrorism act through the net. Do you think it's necesarry for one country to
establish its regulation of cyberterrorism ? and if yes, how would it be, since
cyberterrorism is a special act in which the suspect is unidentified.
In my
opinion, we have to settle an international cooperation by establishing a kind
of convention on this matter.
