Coalition forces in Afghanistan: is it still a war?

If Hamid Karzai says its okay for the US-led "coalition" forces to continue fighting in Afghanistan, does that mean that they're not engaged in a war/attack/act-of-agression/what-have-you in that country any more, even if they are still fighting?

The reason I ask is because I am seeking a High Court judicial review of -- what I'm saying amounts to -- Ireland's participation in war without the assent of the parliament (which would be unconstitutional if found to be true). Ireland provides overflight and refueling facilities for US military flights for the so-called "war on terrorism".
