The Treaty Practice of the European Communities in 1991

Frank Emmert 1

Full text available: PDF format *

Introduction

In this second survey of international agreements concluded by the European Communities with third states or with international organizations, some reader's comments have been taken into account. The main changes are the omission of unilateral acts of the Community even if they have a direct impact on their foreign relations. These acts have made the first list too long and too burdensome to be workable. However, unilateral acts will continue to be included when they pertain to current international problems, such as the Gulf crisis and the war in Yugoslavia.

On the other hand, it was decided to list all decisions of the various Joint Committees established between the Communities and associated states, and the decisions of Cooperation Councils, based on cooperation agreements between the Communities and other states. Furthermore, the decisions of the EC Customs Cooperation Council were added.

With these modifications we hope to provide an even better service and increasingly focus on those international acts which are of interest to the largest group of readers. Proposals and criticism with a view to the next survey to be published in issue 1/93 should be addressed to the managing editor.

Structure of the 1991 survey:

I. Corrigenda of Formerly Published Acts

II. Agreements with EFTA Countries

III. Agreements with Associated Countries and those Countries Benefitting from Cooperation Agreements

IV. Agreements with ACP Countries and with OCT Territories

V. Agreements with Former Eastern Block Countries

VI. Multilateral Conventions and Agreements with NGOs

VII. Agreements with Countries not Enjoying General Preferential Status

VIII. Community Acts Concerning the Gulf Crisis

IX. Community Acts Concerning the Yugoslavian Crisis
