Concluding RemarksGiven the serious uncertainties of pushing a claim against the extraterritorial reach of Title III of the Helms-Burton Act successfully before a WTO panel, recourse to WTO dispute settlement procedure appears all the more surprising and one wonders what might be the political reasons for such a step. One explanation could certainly lie in the current enthusiasm for international trade dispute settlement. Whether it will suffice to persuade a panel of trade experts to look beyond pure trade issues remains to be seen.
