United States - Definitive Safeguard Measures on Imports of Circular Welded Carbon Quality Line Pipe from Korea

2. Facts

In 1999, the United States International Trade Commission (USITC) conducted an investigation on the quantity of imports of line pipe. The ITC found that "circular welded carbon quality line pipe ... is being imported to the United States in such increased quantities as to be a substantial cause of serious injury or the threat of a serious injury." As a consequence, a safeguard measure on imports of circular welded carbon quality line pipe was imposed by the United States. The U.S. measure consisted of a duty increase for a period of three years, effective as of 1 March 2000. The first 9,000 short tons of imports from each country, irrespective of their origin, were excluded from the duty increase. Canada and Mexico were entirely excluded from the safeguard measure.
