2. Facts

The CDSOA provided for distribution to certain `affected domestic producers' of amounts assessed pursuant to countervailing duty orders, anti-dumping duty orders and findings under the Antidumping Act of 1921, in order to cover certain `qualifying expenditures.' An `affected domestic producer' is a person that was a petitioner or interested party in support of the petition with respect to which an anti-dumping duty order, a finding under the Antidumping Act of 1921, or a countervailing duty order was entered. `Qualifying expenditures' are expenditures incurred to produce the relevant product after the entry of the relevant order.
